Too much ads

Very good game I like it. But it is impossible to finish a level without refuel by watching a 30 sec ad... This is too much :( I know devs need money but still...
Since update, when I watch an ad it doesnt refuel totally, only like 25% is it normal? Im not able to finish one single level since it happens, is this game a pay to win ?
